Dave, if they sell another license which is substantially the same, the price cannot be much different than what it was sold to AMAT, it will be violating some antitrust or fair trade practices law (prefering one competitor on another), I am no lawyer, so know not which, but I was once warned by lawyer in a similar situation of sales of intellectual properties. I think that AMAT purposefully accepted a high price to make it difficult for smaller players to get in. The price makes it effectively an exclusive license since not many other players can commit $30 MM (plus another $20 MM or more to get into production) to just one part of the business.
