Having a "carry permit" doesn't mean you've got your gun out at all times ready to shoot anybody that comes up.

But you should. Especially if those with more pigmented skin are visible. Never can be too careful...

Which word didn't you understand? The meaning is pretty self evident. And as for why its the case, well I already explained that in the last post.

But I'll reword the explanation slight in case that helps.

I already explained what I meant by it. There is no way you can count on killing someone who's armed (or even, but to a much lesser extent, someone who isn't) before someone can do something to you. Even if they aren't armed third parties may intervene, if your close they may attack you unarmed, if your far they may dive behind cover or escape. For someone who is armed at the moment, its much riskier. You might get a shot off before they even know what's up (but you can't even count on that as a 100% thing) but if you do you might miss, or you might hit and not stop their ability to retaliate right away.

In gun fights misses aren't rare. When someone is shot, they can often continue to fight back, even if (and esp. if not) they are mortally wounded. You might get the drop on them and end it before they even knew what is up, but you can't count on getting complete surprise. If you do get complete surprise you can't count on hitting on your first or even second shot. If you do hit you can't count on immediately disabling the person your going after.
