That passage relates to persons who are entitled to notice of the sale, i.e., persons with recorded liens appearing in the registry of deeds which are recorded within the prescribed period prior to the sale.....LOL!!! IOW, if you have a recorded lien within 30 days of the scheduled sale date(50 days as of January 1, 2016) you are entitled to receive the same notice of sale as the owner....

Here is an accurate summary of NH non-judicial foreclosure law. You will notice there is no judicial process and no recording required.

NH foreclosure law under a statutory power of sale does (RSA 479:25-27a) not have ANY judicial component NOR is there any recording of any notice required.
