It was Hillary's State Department........and she described the process on numerous occasions.....lower level people send stuff up the chain and designate the security level........some things are reclassify after they have passed through the chain, she's not saying that's what happened but she has asked that they be released to the public. There are bipartisan committees that can or have reviewed them... Maybe you should stick to Bill's sex life....
