Well, the original argument for capital punishment was - and for many still remains - vengeance, an eye for an eye and a tooth for a tooth and it is well anchored in the bible. Vengeance is mine, said the Lord.
These days good arguments are hard to find, yours is one of them.
That said, I understand, that capital punishment has deep roots in US thinking and culture and I won't waste many words on it.

What I find disgusting and sick, however, like in this particular case: Stage a big party outside the walls of the execution site, when the execution is being carried out! Not even when the executionee is a cop murderer!

This IMHO is the summit of sick hypocrisy as opposed to the good old and in many cultures still prevailing 'culture' of public executions. Like in Saudi Arabia, with the difference, that the wall between the person being executed and the celebrating attendees has been removed to the benefit of those, who due to a lack of imagination rather need to watch the process in order to enjoy and celebrate the last minutes of another human being on his way to the end of everything.

Those parties should be banned
