NAFTA was actually signed into law by President Clinton on December 8, 1993, and took effect on January 1, 1994. You may remember during the Bush/Clinton/Perot election the phrase that Perot used "that giant sucking sound you hear is jobs leaving the US." Bush didn't sign it into law, rdk.

I guess we differ in memory of how we look at it from the perspective of a big blue state vs a big red state. Here is Taxifornia, many were upset with Bill Clinton for "pushing" other democrats in both the house and senate to sign it. Then they also were upset with him for signing it.

Also, look at the dates from the Wiki article:
Kirk, Bill Clinton did not push NAFTA thru. It was fast tracked by papa Bush and signed before Bill took office. Clinton did add two provisions to protect the environment and one to protect American workers. As I recall he tried to do more but was limited to these two addendums. Hillary has flip flopped on NAFTA a couple of times. RDK

The agreement's supporters included 132 Republicans and 102 Democrats. The bill passed the Senate on November 20, 1993, 61-38.[6] Senate supporters were 34 Republicans and 27 Democrats. Clinton signed it into law on December 8, 1993; the agreement went into effect on January 1, 1994. Clinton, while signing the NAFTA bill, stated that "NAFTA means jobs. American jobs, and good-paying American jobs. If I didn't believe that, I wouldn't support this agreement."[9]
