I like your thinking about incentivizing good behavior. Using the carrot rather than the stick. Living healthy, being a good neighbor, earning a living by right livelihood is the carrot. Taxes, prison, shunning(?) is the stick. The more people live by the carrot, the easier it becomes to manage the whole system... dan OT I tried windsurfing for a couple years. Had an old Swiss Superlite (?) When the winds came up, I had to hold on for dear life! Windsurfing is some serious exercise!
