I've questioned the meaning of the graphic, but your point is a good one: It would be shocking if the real figures aren't worse.

We've known for years, decades I guess, that price controls don't work. I don't know why some people think you can just arbitrarily say, "Hospitals get this much. Doctors get this much. Pharma gets this much. That's it."

It is not a very thoughtful expectation to think that works, IMO.
