The buildup of forces close to the Russia has been pretty small, and it wasn't a one sided thing. And of course it was in response to Russian annexation of Crimea and military intervention in Ukraine.

it has all been to send a signal of deterrence to Russia. However, the reality is that, according to General Petr Pavel, chairman of the NATO Military Committee, there is no intelligence that suggests Russia is planning any broad-scale aggression whatsoever.

So? You don't take such small deterrence signals when you have intelligence suggesting an invasion, you take major measures, up to mobilizing reserves and deploying significant forces if the intel is strong enough. The minor steps that have been taken seem to be an appropriate response to Russian posturing, and a weak response to Russian military intervention in Europe.
