I'm 99% sure that Intel does not use phase shift technology of any
sort in production for 0.25um processing. It would be absolutely
horrendous. I wouldn't be surprised if the Merced (expected to be
introduced on .18um technology) use the Micrascan III system (and the
Cymer laser along with it).

AMD, I believe, uses ASML equipment. Cymer lasers are used by ASML exculsively. For now.
