I wouldn't be happy about it, but Mexico is a sovereign country if has the right to ally with Russia and invite Russian soldiers there.

Of course the US hasn't invaded Mexico in a long time, it isn't making threats or threatening gestures to do so and hasn't conquered and annexed any territory since WWII (and no territory any where near Mexico since 1880 or so if you count small already disputed islands claimed with no actual fighting, 1865 if you count reconquering subduing the confederate states, and 1848 if your talking about actual conquest of Mexican territory. So the situation would be rather different. But still Mexico has the right to invite Russian soldiers in. It would harm Mexican/American relations but wouldn't be a case of aggression against the US by either Mexico or Russia (unless they actually attacked, and 40,000 Russian soldiers in Sonora, even with the backing of the Mexican army, would be in a rather difficult position should any actual conflict break out).

As for your spin of the uprising in Ukraine as a US created fascist coup, that's a bit of a stretch to say the least.
