The obvious answer is that Hillary's camp is more entrenched and wanted to tip the scales on her side. By no means it was obvious that Hillary would win the nomination and they played dirty in an arena that they should not have played at all. Every poll showed he'd outperform Hillary against Trump, so please don't try to spin a noble face this.
