Here is a decent definition of political tolerance:

Political tolerance is defined as a willingness to extend basic constitutional rights -- the right to speak, to publish, to run for office -- to offensive groups and ideas. History is littered with examples of political repression made possible by widespread intolerance among the mass citizenry.

The key word here, IMO, is "offensive". It's not about everyone being nice and "open" to opposing ideas. It is about tolerating groups and ideas that you may see as offensive, or dangerous, or crazy. The word "tolerance" sounds nice, but it's a very difficult challenge in real life. The problem is that the alternatives are far worse.
