The trouble is that none of us can, either. Otherwise it'd be a trivial task to round up the Jihadis and prevent terrorism before it happens.

And since you can't, do you err on the side of caution or just open the floodgates?

The same logic can be applied to many felonies. Some people snap and go postal without any prior criminal record. There is nothing the system can do to prevent that from happening. In the case of potential suicide bombers, you can at least check their employment and credit history and run security checks. I certainly don't support a rubber stamp approval for Muslims entering this country. But, on the other hand, I don't support eliminating all Muslim immigration either. Just be more careful and selective in allowing who comes here, especially if they are from a country, such as Iran, Pakistan, Afghanistan, Libya, Egypt, Syria, Lebanon, etc.
Any kind of blanket one dimensional approach, as Trump offers, is wrong.
