Why would that matter to a partisan hack (from either side)? The sheeple get the intended misdirection, and that's all that matters in politics.

I suspect Putin would give verbal orders, rather than putting anything in writing, precisely to avoid the appearance of intent. I also suspect only friends of Putin would try to get him off the hook.
