Secondly, Monica Lewinsky was not under age. Don't blame him. The wingnut echo chamber decided a long time ago that all interns are under 18, conveniently ignoring the fact that Monica was 23 when she played Mr. Microphone with Bill. Which doesn't excuse the fact that Bill was in his 50s and there was a vast power differential between the two of them. So, while what they did was legal, the ethics stank.
