Nope. It dates back to the Cold War. Sort of. It was under construction when the Soviet Union evaporated. Later, it was sort of finished, but has had a lot of problems. Serious problems. Like breaking down often problems. Systems like the toilets, not functioning at all.

To be fair, only the US has catapult systems. Most of the others use a 'ski jump' which has the characteristics you note.

This is why I think the biggest compelling argument for the F-35 is that suddenly all of our allies can have aircraft carriers with the F-35B. If they can handle larger helicopters, they can handle the F-35B. A fact that is giving the Chinese fits right now. Japan has several helicarriers that look very much like an aircraft carrier.

Granted, they would need some upgrading to handle a F-35B and Japan has not ordered any F-35Bs anyway, but there is no reason why they couldn't. That would give them 4 carriers that could carry up to 28 F-35Bs each. Granted, the F-35Bs wouldn't be able to carry a full complement of weapons and fuel, but neither can the Chinese.

China has one carrier at the moment and two being built. All similar. There is some talk that maybe the third one will have a catapult system, but they can be tricky. Just look at the Gerald Ford...
