Indeed it does. All the major packages, including Kurzweil, Dragon, and the IBM ViaVoice have what is known officially as "command and control" functionality. My old Compaq Deskpro came with software called Voice Pilot that was a command and control scheme.

The problem with all these packages is that they are overlays on top of a GUI OS that was designed to be navigated primarily with a mouse.

Voice control does not emulate pointer movements (mouse) very well. So I have not found any of these voice command and control applications to be worthwhile. I suspect that voice C&C will not be very functional until the OS is redesigned from the ground up around it.
