Brumar, the solution is simple. Tax the energy used by the indoor marijuana growers, then use that money to "offset" the carbon footprint. (You know, by purchasing "carbon credits," etc.)

Result: Government grows, California increases its GDP, and the residents can feel good about "remaining carbon neutral."

One other issue - what happens to all that CO2 from grow houses? Obviously it's going to be emitted to the atmosphere at some point.
One would assume most is consumed by the growing plants....should produce a net loss of CO2 in the atmosphere unless they're artificially producing the gas...
