An "infrastructure spending bill" at this point would produce immediate inflation as labor and contracting ability gets bid up. This in turn would have the Fed cranking-up interest rates - and a resulting economic down-turn.

Construction materials are mostly purchased locally because things like cement are very heavy and costly to transport - so "free world trade" isn't going to stop demand driven inflation in construction costs.

Steel is an exception due to China's desperation to hang on to their steel mills the Chinese price is still lower after paying huge shipping costs.

Trump could shave costs by rebuilding America's infrastructure with Chinese steel, just like he used to build Trump Tower. I'm sure China would appreciate Trump's efforts to keep Chinese steel workers employed.
