It has always been my understanding that one uses "an" before a word starting with a vowel or an "h". Otherwise use "a" for non-vowel and "h" words.

But are abbreviations considered "words" or "sounds"? Can anyone find a published (official) answer to this question? I still like "an SI" better than "a SI".
