The timing is odd. Likely an excuse for pardoning both HRC and Huma as the new documents reveal Huma has been under FBI investigation since 2013. If it wasn't for Huma, lame duck Baraq may not pardon HRC

I'm sure it's been discussed, but can you pardon someone that hasn't been convicted? I mean, do you issue a blanket "this person is innocent of anything and everything forever"? I want one of these!
