There is no doubt he recognized it as the disaster it was and still is. Even after he fixed it, he pointed out that it needed to be worked on again in the late 90s or thereabouts or it would be back in a mess. Unfortunately, other politicians didn't listen or lacked the stomach.

Only George W. Bush understood the pressing nature of it, but in 2006 even his own party wouldn't support fixing it. If we had done then what Bush wanted to do SS probably would not be in crisis today. Certainly would not have been so much in crisis and the beneficiaries would be far better off.

These programs were designed to be political orphans. And they are.
