There is a much safer way to play the "arbitrage" in CEF's in many cases. For example, if a country specific fund has a large discount, buy the fund and short the corresponding WEB (on AMEX I believe). If the CEF does something to reduce the NAV, like a buyback or even go open end, you pocket the discount without any market risk. I think I mentioned this in an early post on this thread.
