The party in cities who run the town run the ballot boxes. In some cities they are so strong they control them. In the 60 election the Chicago Mayor, Daly, totally ran the town. He stuffed enough ballots to put Illinois in the D column. LBJ did the same thing in an area of Texas to carry the State for Kennedy. Those two States were Kennedy's margin of victory. LA and NYC were the margin that carried the total vote for the D's this election. Our electoral system was put in back at the start to stop precisely that sort of margin from carrying the country.
