There is in fact some very positive aspects to the Gov being the employer of last resort under certain circumstances.

I would not call the WPA and CC "employer of last resort." You may recall early in the great recession the Obama administration looking for shovel-ready projects. Cranking up low-priority projects that stimulate the economy when there's a slow-down is not the same concept as employer of last resort. In the latter, the government hires everybody whether there is useful work for them to do or not. Instead of sending a welfare check to every unemployed person, it makes them show up somewhere and gives them a welfare check relabeled as a paycheck.

Is there a justification for that?

There has been chatter again lately about a guaranteed basic income. I would favor that over employer of last resort.
