I dont know about other states but in California all employers pay an unemployment insurance tax.

Give me an argument for doing that and I will engage it. You can find that by visiting a place like Kingston Jamaica. When you have desperate poverty and guns floating around, those who are well off don't live in security either.

I am only talking about the concept. And if you read my bio, I wrote both the first state plan for emergency medical services and the first state plan for alcoholism and drug abuse in my state. I also did the Valdez oil spill coordination for H and SS and governors office. And have an MPA from the U of Washington. I have some experience in this area. Before we had EMS in our state people died for lack of an EMS plan. Today thousands have been saved due to a plan I wrote for a few thousand dollars. I could write a plan and the dems would be OK with it I think. But the pubs would never OK it. Because they represent the rich who don't want to help anyone and instead want it all for themselves..
