31 cases with solid evidence doesn't mean that its only 31 cases, or even that its not vastly more than 31.

OTOH the "millions" claim seems pretty ridiculous.

I have a newfound appreciation for this problem. I always sort of knew that it would be difficult for disadvantaged people to vote but, having gone through this exercise with i-node and you, it is has become real. I am retired, thus at leisure, educated, healthy, wealthy, on the grid, well traveled, have had government security clearances, can count on one hand the number of parking tickets I've had in my life--aka a solid, connected citizen--yet I had to scramble a bit to assemble the needed documentation to vote. It's a wonder that any disadvantaged people manage to vote. Making it harder in the name of solving a non-problem is unconscionable.
