This isn't my field of expertise but from what I've read charter schools often outperform, dramatically, TPS.

They can. It should be obvious that if you can cherry pick the best students, they will out-perform the average. But, they can also greatly under-perform. In fact, studies have shown that more charter schools under-perform when compared to the public schools they are competing with than out-perform.
