Well, experience does not mitigate pay-to-play, at all. It is customary within our government that certain positions are awarded based contributions. It just is. Usually, minor positions. Never before Obama had a major position like AG been given based on patronage. Ambassadorships, sure. Lower cabinet positions like Education, Commerce, etc., sure. But not AG.

She was not hired as a classroom teacher. AFAIK, she has been activist in promoting education, particularly alternatives involving freedom in education. I don't know whether she'll be good at this job or not, but she does appear well-qualified to hold the position and doesn't appear to be a solely political appointment. That is, she brings ideas and experience to the job. The hope for many of us is that the Department of Education will be all but eliminated. For that job you probably do not want a former teacher or advocate for big government in education.

It is possible she doesn't work out. If that happens, Trump will cut her loose, IMO.

Honestly, I have serious doubts about whether he would hire anyone based mostly on political contributions.
