Only receiving 1 in 10, assuming that's true, doesn't mean
much especially when you're talking about military
contracts since they foot the bill for development costs.
For any military program, the numbers (units) are typically much
less and the dollars more.

I think a billion in switches is a stretch. A lot of the math is also dependent on the number of switches that Brocade states they are shipping. It would be good to have corroboration of shipments from other manufacturers.
