What a lot of people don't understand is that tax cuts for the wealthy actually reduce business investment. If I own a business and I pay a 75% marginal rate on my last dollar of income, the risk of expanding my business is low because if it doesn't work out the government takes a big loss and I take a smaller loss. On the other hand, if my marginal rate is 25% and the investment in expanding my business doesn't work out 75% of the loss comes out of my pocket.
