Could it be that Nav is left running around in circles inside some "open" API call-outs while IE slips through with "proprietary" DLL module links? A simple trick would be to load IE components into local RAM or cache leaving NSCP to the mercy of your disk transfer rate. That's what I would do if I was "innovative" and in control of the OS...
