If you mean me personally, I'm relying totally on luck. I'm lucky I live at 2000 feet.
Is the state ready? If it's a long, slow snow melt, probably. If things go weird and it all melts in a month, I doubt it.

We had a good fall salmon run here.

You have a lot to learn about the factors that determine the size of a salmon run.

Increased runoff leads to scouring, which destroys the areas salmon have laid/will lay their eggs.
