water isn't socialist

Having the provisioning of water be overwhelmingly by the government on an ongoing basis is socialist provision of water, just as having health care provided overwhelmingly, or esp. totally, by the government is socialized medicine (having the government pay for it, which is much more common, isn't best described as socialized medicine, perhaps "socialized health insurance", but then you get in to another debate about the meaning of insurance).
