Self driven vehicles not owned by individuals .... sounds like street cars or commuter rail. Put em underground, subways. Above the ground, elevated railways.

Cars being sold now will be obsolete rather than worn out.

Not I think over the average time the first buyer owns a car. But it could happen before the more solidly built and well maintained cars completely wear out. After all people still have antiques, even obsolete cars on the road to a limited degree.
