Blast from the past...

Look to states like North Carolina and Tennessee, who both substantially grew economic activity and earned budget surpluses by reducing tax rates at the margin.

I'll have to take a closer look at NC. They had made some significant changes just before I moved here. I got hit pretty bad when they disallowed the deduction for medical expenses (I'll be that contributed to the surplus) but I didn't pay attention to anything else.

What happened after California raised taxes and Kansas cut them .
