did not communicate the incoming target CPA and take action to avoid collision. Concur. constant bearing, decreasing range is a collision course. DUH. I am absolutely stunned. Transited the Strait of Malacca many times. It was always a high stress environment. God forbid the LN-66 would go down. A collision with a fishing boat would have been a career ender for the CO, OOD and others. A tanker??? For crying out loud.
