This culturally endemic level of corruption highlights why the Greek and Italian economies are in such parlous shape.

"The Greek tax on wine did not meet revenue targets and boosted illegal trade in wine and grapes."

Residents of Hong Kong haven't set-up massive smuggling operations to avoid paying the 100% tax on alcoholic beverages with more than 60 Proof - and if they did the Chinese government would likely execute them. Nor do Americans or other Europeans avoid the tax on wine. In Greece, most are thieves with the active support of their government.

Greece, Italy and Nigeria are nations where the only people who aren't corrupt are those too stupid to figure out how to cheat. It makes running a normal business virtually impossible.

Why would Greeks, Italians and Nigerians be part of a productive economy as an employer or employee when running a scam is so much easier - and running a business is nearly impossible due to theft and corruption?

People get the economy they deserve. The young people leaving Greece to participate in real economies are the only hope for Greece's future. They may later return with a productive German, American, Australia or Chinese perspective - but that has never been able to fix the culture in Mexico.

But leaving Greece is certainly their only personal hope of a productive life unimpeded by a community where everyone around them is corrupt.
