Without Paygo, republicans would have passed tax cuts (Dole wanted $600 billion, Newt wanted more). If even one of those tax cuts were passed there wouldn't have been one balanced budget. Giving them credit is intellectually dishonest. President Clinton FORCED them to follow Paygo or he'd veto their tax cut or spending. President Clinton used a tool created by the Bush 41 to stop republicans from bankrupting the country. Regarding recessions, both recessions were short-lived and had a very little impact on the budgets. The tax cuts destroyed revenue when Bush took over. Look at how fast revenue fell and for how long. Tax cuts are the problem. Get rid of them and the republican party and we'll be fine.
