Few Republicans cared about a replacement plan. Though Trumpov says he'd heard about "repeal and replace" for 7 years, that's not true. The only thing Republicans called for was repeal. Root and branch as McConnel put it. "balanced budgets over tax cuts?" Neither party cares about balanced budgets. Debt ceilings were one of the few ways of trying to control spending. With Trumpov-Pelosi-Schumer agreeing to do away with debt ceilings all together that removes that control. I don't think Congressional Republicans will go along with removing the debt ceiling mechanism entirely though ... but who knows?
