I agree the structures will change and agree, too, we don't need more government. I think the thrust behind not having Internet usage determined by per-minute fees is to prevent anything from discouraging its development. Let the Internet become established before throwing roadblocks up in the way of time-based fees.

Isn't advertising theoretically supposed to pay for most services?
