From the reading I've done, the answer is both--all depends on the costs of redevelopment vs re purposing with the location of the properties being of utmost importance. LOCATION LOCATION etc.

Malls are attracting businesses that develop daily traffic.

As amazon displaces Sears and Pennys - grocery stores which generate a lot of foot traffic fill into the open vacancies.

In our town Sheboygan Wisconsin the old WalMart was shuttered and two super Walmarts were placed at the north and south side of town (population 50,000).

The mall that had the old Walmart became all but vacant.
In two years time a grocery store came in Festival and has since revitalized that retail Mall.

Up the road one mile a sears store closed down and stayed down - then Penny's shut which was then replaced with Hobby Lobby.

Hobby Lobby stayed for 2-3 years and it closed down.

Now Meijers has bought the whole Mall and bull dozed it are starting an all new huge Miejers store.

It will now be high traffic and a new lease on life so to speak.

The urban mall on the freeway has lost a sporting goods store and has just recently announced the addition of Tractor supply - a good fit for the rural farmers not having to go into high traffic zones.

No clue what rents are being paid!
