If there is no market, then will there be an incentive for profit seeking enterprises to participate?

Depends on the type of enterprise. If they are in an established field can organize in a way that enables a profit at the fixed prices. No different that an individual choosing to participate (aka be a doctor or other provider). The question would be can one make a living at that price. Dunno how an entrepreneurial outfit with new products and services could engage.

I'd much rather 'enterprises' not 'profit seek' with my health. That we allow it here is why OUR health care is the most expensive with relatively poorer outcomes.
