Twenty years ago I worked in the IT department a large company, going through a rough period. The company was on the verge of collapse largely due to a corrupted and bloated IT department. The CEO fired the Admins in the IT department and assigned a trusted finance employee to head the IT department in the interim. She had no clue how IT departments accomplished their tasks. Her directive was to evaluate each project and determine whether or not it had potential to add to the bottom line or not. It took her six months to select the projects to ax. The company survived and eventually became quite prosperous.

Condoleeza Rice was credited with saving Stanford from financial ruin as provost in a similar manner.

Dismantling as many questionable agencies as possible does seem to an undercurrent of the current Administration's agenda.
