I agree that they (CB sales) may never happen. You have to look carefully at the circumstances in each case. You may be thinking about the news of potential Swiss sales. In that case, the news came from a private commission report as a recommendation to the Swiss Government. There were later clarifications that such sales would require approval in a public referendum, and I believe there was speculation that the Swiss people were highly unlikely to approve such sales.
