Peter Feaver: Well, it depends on the scenario, but it’s true that the president doesn’t have to have his order OK’d by another person, that there’s not a two-man rule at the very top. The president alone makes the decision. But the president alone cannot carry out the decision. That has to — that decision has to be carried out be many, many people further down in the chain of command. I read that as saying someone down the line would have to stop it .. to refuse a direct order and it would have to be a decision made in minutes. But how would that happen if the President is firm? Suppose Omarosa or Pirro someone has him really fired up and he insists. Someone is going to have to act against his orders. And if the President is adamant, who is going to stop him from overriding the objections. To resolve it the VP and Cabinet might have to step in and relieve him of command. Yeah, I know it's an extreme situation but consider who we're talking about.
