There has to be a credible, imminent threat, and it has to be confirmed by the chain of command.

There are rules of engagement, especially when it comes to nuclear war.

Every soldier, every officer swears to uphold the Constitution of the United States. They don't swear to the CIC or any other person. That's the safeguard against some crazy commander giving illegal orders.

Come on, Brumar, as a conservative you should already know this. Only liberals would not understand.
