Looks suspiciously like Iraq's WMD fake news issued by the disbanded (giggle) Office of Disinformation.

The oil swap to Kim the Fatter's ships was probably done in the Gulf of Tonkin.

Or maybe there was no swap and it was actually a fuel tanker refueling a South Korean ship, or something else, or nothing.

Such lies are often the prelude to attackers doing what they want to do and just want an excuse. Any excuse is usually good enough and near enough for government work.
