Buffalo suffered, like much of the Rust Belt, because of a decline in manufacturing, in particular, steel and shipbuilding. The black population grew when manufacturing was big, and many stayed even after its decline. Is there crime now in Buffalo because of a "faulty philosophy" or because of a lack of jobs? Crime is usually caused by a lack of jobs...
